Balat was one of the founding members of the Société archéologique de Namur. He was court architect to Leopold II and designed the monumental Royal Greenhouses of Laeken. These modern structures in iron and glass were early manifestations of Art Nouveau. In 1854, he was also the architect of the Victoria Greenhouse (the Balat Greenhouse) at the Meise Botanic Garden.
